Feds Halt LA Homeless Funding Over Fraud

The Department of Housing and Urban Development cut off federal funding to Los Angeles’ primary homeless agency Wednesday, accusing the organization of “obvious fraud” and widespread mismanagement of taxpayer dollars. The move immediately suspends the Los Angeles Homeless Services Authority from participating in all federal programs.

HUD’s action follows an investigation by Vice President JD Vance’s White House fraud task force, which identified what officials called systematic failures in how LAHSA spent federal money. The agency has overseen homelessness programs in Los Angeles County while the region’s unsheltered population grew to over 75,000 people — the largest concentration of street homelessness in America.

Federal Officials Detail Pattern of Waste

The funding suspension affects multiple HUD programs that channel federal dollars to local homeless services, including emergency shelter operations, transitional housing, and street outreach programs. HUD officials said the decision came after reviewing LAHSA’s financial records and program outcomes over the past three years.

Los Angeles has spent billions in combined federal, state, and local funding on homelessness programs since 2020, yet the visible street population has remained stubbornly high. Voters approved a quarter-cent sales tax increase in 2017 specifically for homeless services, generating roughly $355 million annually for LAHSA’s budget.

What Happens to Existing Programs

The immediate funding freeze leaves dozens of service providers who contract with LAHSA uncertain about their operations. Many shelters and outreach programs rely on the federal pass-through dollars LAHSA distributes. HUD indicated it may work directly with qualifying service providers to maintain critical programs while LAHSA remains suspended.

Los Angeles officials have not yet responded to the funding suspension. LAHSA’s executive director position has seen turnover in recent years as criticism mounted over the agency’s effectiveness despite its growing budget.

The action represents one of the most significant moves yet by the administration’s fraud task force, which Vance established to identify waste in federal spending programs. HUD Secretary Scott Turner said in a statement the department would continue working with local governments “committed to actual results, not just spending money.”
