A Republican congressman has filed articles of impeachment against a sitting federal judge appointed by Barack Obama, alleging sexual misconduct inside a federal courthouse and false statements to investigators.

Rep. Clay Fuller introduced the impeachment articles Thursday against U.S. District Judge Eleanor Ross of the Northern District of Georgia. The charges stem from allegations that Ross engaged in sexual activity with a subordinate court employee in her chambers and subsequently misled officials investigating the matter.

The move comes as congressional Republicans have signaled renewed willingness to use impeachment proceedings against officials they believe have abused their positions. Fuller’s office released a statement saying the allegations, if proven true, represent “a fundamental breach of judicial ethics and the public trust.”

According to the articles, Ross allegedly conducted an inappropriate sexual relationship with a court employee within the federal courthouse itself—a violation of judicial conduct standards that prohibit relationships that could compromise court operations or create the appearance of favoritism. The allegations further claim Ross provided false or misleading information when questioned about the relationship during an administrative inquiry.

Federal judges serve lifetime appointments and can only be removed through impeachment by the House and conviction by the Senate. The process is rare—only fifteen federal judges have been impeached in American history, and just eight have been convicted and removed from the bench.

Ross, who was nominated by President Obama in 2014 and confirmed by the Senate, has presided over numerous high-profile cases in Georgia’s Northern District, which includes Atlanta. She previously served as a magistrate judge and worked in private practice before her federal appointment.

The congressman’s office did not release the full investigative report but cited findings from court administrative reviews. Ross has not publicly commented on the allegations, and attempts to reach her chambers were unsuccessful.

The impeachment articles now face referral to the House Judiciary Committee, which would need to vote to advance the matter to the full House. Even if the House votes to impeach, conviction requires a two-thirds vote in the Senate—a steep threshold that has protected most federal judges from removal even after impeachment.

The case highlights ongoing tensions over judicial accountability. Critics of lifetime appointments argue federal judges face insufficient oversight once confirmed. Defenders counter that impeachment exists precisely for cases of serious misconduct, and that the high bar for removal protects judicial independence from political pressure.

Fuller represents a conservative district and has been an outspoken critic of what he calls “activist judges” appointed during Democratic administrations. Whether his impeachment effort gains traction will depend on how House Republican leadership chooses to prioritize the matter amid competing legislative demands.
