Trump Orders Mortgage Insurance Cuts

President Trump signed an executive order Thursday directing federal agencies to cut mortgage insurance costs and make refinancing cheaper for homeowners struggling with high interest rates and inflation. The order targets two specific programs that add hundreds of dollars to monthly payments for millions of American families.

Federal Housing Finance Agency director Bill Pulte posted on X that “millions of Americans will save thousands and thousands of dollars.” But mortgage industry experts say the real impact depends on implementation details the administration hasn’t released yet.

Automatic Mortgage Insurance Cancellation Coming

The executive order directs agencies to “proactively cancel” mortgage insurance on eligible future loans instead of requiring borrowers to request cancellation themselves. Mortgage insurance typically costs $30 to $70 per month for every $100,000 borrowed and protects lenders if borrowers default.

Current rules already allow borrowers to drop this insurance once they reach 20% equity in their homes, but many homeowners don’t know to ask. The new directive would make cancellation automatic, putting money back in household budgets without families having to navigate paperwork.

Refinancing Program Expansion in the Works

The order also calls for expanding a program that reduces refinancing costs, though specifics remain unclear. Refinancing typically costs $2,000 to $5,000 in closing costs, which prevents many homeowners from taking advantage of lower rates when they become available.

Keith Gumbinger, vice president of mortgage website HSH, said it’s “difficult to know the future consumer impact without more details.” The administration hasn’t specified which refinancing program will expand or how much costs might drop.

Housing Affordability Hits 2026 Voters Hard

The order comes less than two weeks before midterm elections, with housing costs dominating voter concerns. Monthly payments for a median-priced home now eat up 33% of the typical family’s income, up from 26% in 2022, according to Federal Reserve data.

Trump has signed multiple housing-related orders in recent months, including restrictions on Wall Street firms buying single-family homes. The mortgage insurance directive builds on those efforts as Republicans work to show action on kitchen-table economics heading into November 3.

Federal agencies will now draft specific rules to implement the order. Homeowners should watch for announcements from the Federal Housing Finance Agency and Department of Housing and Urban Development in coming weeks.

  • Monthly mortgage payments now consume 33% of median family income, up from 26% in 2022, making housing a top voter issue before November midterms
