USDA Announces Mandatory Emotional Support Licenses for All Vegetables Beginning 2027

Failure to obtain proper licensing could result in fines up to $500 per shopping trip. The program does not apply to fruit, which the USDA categorized as “generally more forgiving” and “less politically divisive.” Frozen vegetables will require a separate certification launching in 2028.
Several major grocery chains have already begun installing ESPL verification scanners at checkout lanes.
