Sergeant Jason Hebdon of the Rock Springs Police Department sent dozens of threatening text messages to a nurse at Memorial Hospital of Sweetwater County, demanding she meet him outside or he would come inside to find her. “U have 3 minutes or I’m coming in,” read one message sent while the nurse worked her overnight shift, according to court documents filed in Sweetwater County District Court.

The harassment escalated to a predawn chase through the hospital parking lot. When the nurse finished her shift at 4 a.m., she discovered Hebdon waiting outside in his vehicle. As she drove away, he followed her with his headlights off, prompting her to circle back to the hospital for safety. Hospital security cameras captured the entire pursuit.

Officers arrested Hebdon on May 28 and found him carrying his department-issued Glock pistol, fully loaded. He now faces charges of felony stalking and misdemeanor breach of peace. The department immediately placed him on administrative leave.

The case raises urgent questions about how law enforcement agencies screen and monitor officers who wield both legal authority and lethal weapons. Hebdon had access to the nurse’s personal information, work schedule, and movements — the same investigative tools police use to track criminals. He allegedly weaponized that access to terrorize a healthcare worker simply trying to do her job during overnight shifts when hospitals run on skeleton crews.

The nurse had repeatedly told Hebdon to stop contacting her, according to prosecutors. He ignored her pleas. His text messages grew more aggressive, more demanding, more threatening. The pattern matches textbook stalking behavior — except the stalker wore a badge and carried a gun backed by government authority.

Rock Springs Police Chief Dwane Pacheco declined to comment on personnel matters but confirmed the department is cooperating fully with prosecutors. Hebdon remains free on bond awaiting trial. His attorney has not responded to requests for comment.

The nurse continues working at Memorial Hospital, though court records indicate she now fears for her safety. Prosecutors are seeking a protective order barring Hebdon from any contact with the victim or the hospital premises. A preliminary hearing is scheduled for mid-June, when a judge will determine whether sufficient evidence exists to proceed to trial.
