WASHINGTON — The Department of Homeland Security announced Tuesday the launch of a comprehensive new program requiring all Americans to register their artificial intelligence usage with a federal database, citing concerns over “unmonitored prompt activity” and potential threats to national security.
Under the Digital Intelligence Responsibility and Equity Act (DIRE), citizens will be required to submit monthly reports detailing every query entered into ChatGPT, Claude, Gemini, or any other AI platform. The reports must include the full text of all prompts, the AI’s responses, and a signed affidavit confirming the information was used for “democracy-affirming purposes only.”
“We’ve identified a disturbing trend of Americans using AI to generate content without proper oversight,” said newly appointed AI Czar Dr. Patricia Mendenhall during a press briefing. “Someone could be asking these systems anything — recipes, tax advice, how to write a resume. We simply cannot allow that kind of unregulated intellectual activity to continue unchecked.”
The registration portal, AIWatch.gov, will go live August 1st. Users must create an account using facial recognition software and provide their Social Security number, current employer, voting history from the last three elections, and a list of all podcasts they’ve listened to in the past year.
Failure to register AI usage will result in escalating penalties, beginning with a $500 fine for first-time offenders and progressing to mandatory enrollment in a weekend “Responsible Technology Citizenship” course. Repeat violators may face restrictions on their internet service provider accounts and removal from the TSA PreCheck program.
The American Civil Liberties Union released a statement calling the program “a reasonable precaution in our digital age,” while tech companies have pledged full cooperation. Several major AI platforms have already begun automatically forwarding user conversations directly to DHS servers to “streamline the compliance process.”
Registration kiosks will be installed at post offices nationwide by September.
