Federal Government Mandates 20-Hour Training Course Before Americans Can Purchase Large Beverages

The Department of Health and Human Services announced Tuesday that it will begin requiring all Americans over the age of 12 to complete a mandatory 20-hour online training course on proper hydration techniques before being permitted to purchase beverages containing more than 8 ounces of liquid.

The new “H2O Responsibility Act,” which takes effect January 1st, 2027, mandates that citizens pass a comprehensive exam covering topics such as “Recognizing Early Signs of Thirst,” “Safe Straw Usage in Public Spaces,” and “The Environmental Impact of Your Drinking Habits” before receiving a federal Hydration License.

“For too long, Americans have been left to their own devices when it comes to fluid intake,” said HHS Secretary Jennifer Morrison at a press conference. “We’ve seen the consequences: people drinking too much, too little, or consuming beverages at inappropriate temperatures. This program will ensure every American has the knowledge and skills necessary to hydrate responsibly.”

The online course, developed in partnership with a consulting firm that received a $43 million contract, includes interactive modules where users must correctly identify which beverages require supplemental training. Coffee drinkers, for instance, will need an additional certification in “Caffeinated Beverage Management,” while anyone wishing to purchase sports drinks must complete a separate “Electrolyte Awareness Seminar.”

Failure to obtain proper licensing before purchasing large beverages could result in fines up to $500 for first-time offenders. Repeat violators may face mandatory enrollment in a weekend “Hydration Responsibility Workshop” at their own expense.

Several major retailers have already pledged compliance, with Walmart announcing plans to install Hydration License scanners at all checkout lanes by next fall. Gas stations and convenience stores will have until March 2027 to implement the verification systems.

The American Beverage Association released a statement supporting the initiative, noting that “responsible hydration is everyone’s responsibility, and we’re proud to partner with the federal government to ensure Americans drink safely.”
