A San Francisco real estate investor with a pattern of skipping court dates will stay locked up until trial after a federal judge ruled Tuesday that no set of conditions could guarantee he’d show up. Luke Brugnara, 62, successfully dodged authorities for six months earlier this year while facing charges over shooting threats near a Bay Area beach.

Senior U.S. District Judge Maxine M. Chesney told the court there was enough evidence that “when things get less favorable for Mr. Brugnara, he does not make his appearances.” The ruling upholds a magistrate judge’s decision last week to revoke Brugnara’s bail entirely.

Six-Month Disappearing Act While on Bond

Brugnara was already on pretrial bond for charges connected to a pandemic-era fraud scheme when he was arrested in January over shooting threats near Thornton State Beach. After that arrest, a bench warrant was issued—and Brugnara vanished for half a year before authorities caught up with him.

U.S. Magistrate Judge Lisa J. Cisneros said last week she had no confidence Brugnara would follow release conditions or appear for future court dates. Judge Chesney agreed, saying she found it “pretty hard at this stage to once again essentially overrule the magistrate judge and find that Mr. Brugnara should be given another chance for pretrial release.”
