The Department of Transportation announced Friday a new federal initiative requiring all Americans to obtain a “Driver Consciousness License” before operating motor vehicles, certifying that they have completed a 40-hour course on the psychological and emotional impact of their automotive choices on pedestrians and cyclists.
Transportation Secretary Amanda Chen unveiled the program at a Washington press conference, explaining that traditional driver’s licenses focus too narrowly on mechanical operation while ignoring the “relational and empathetic dimensions of sharing road space.”
“For too long, we’ve treated driving as a purely technical skill,” Chen said. “But every time you accelerate past a cyclist, every time you make a right turn without acknowledging the crosswalk, you’re making a statement about whose presence you value in our public spaces.”
The mandatory training program, which will cost $847 per enrollee, includes modules on “Interrogating Your Vehicle Size Choices,” “The Semiotics of the Horn Honk,” and “Recognizing Automotive Privilege.” Drivers must pass both a written examination and a practical assessment where they verbally affirm the validity of alternative transportation before starting their engines.
Current license holders will have until January 2028 to complete the supplemental certification or face suspension of driving privileges. The program makes an exception for electric vehicle owners, who may substitute a shorter 8-hour online course, and public transportation users, who will receive automatic certification along with a commemorative lapel pin.
Early pilot programs in Portland and Burlington showed promising results, with 73% of participants reporting increased guilt when driving and 12% abandoning car ownership entirely. However, the rollout has faced criticism from rural Americans, many of whom noted that the nearest certification center is over 200 miles away and inaccessible without driving.
The DOT dismissed these concerns, suggesting affected individuals coordinate carpools or “use the waiting period for deep reflection on car dependency.”
