WASHINGTON — In a sweeping regulatory overhaul announced Tuesday, the Environmental Protection Agency mandated that all American households must register their home thermostats with a new federal database by January 2027 or face penalties of up to $500 per month.
The “Climate Comfort Accountability Act” requires citizens to submit monthly reports detailing their heating and cooling usage, including specific temperature settings, duration of use, and justifications for any setting above 68 degrees in winter or below 78 degrees in summer.
“We’ve tried education. We’ve tried incentives. Now it’s time for accountability,” said EPA Administrator Jennifer Kohler at a press conference. “Every degree matters in our fight against climate change, and we can no longer allow individual comfort preferences to undermine our national climate goals.”
The new system will utilize smart thermostat data where available, but households with traditional thermostats must install government-certified monitoring devices at their own expense, estimated at $340 per unit. Low-income households may apply for subsidized devices, pending a six-month approval process.
Exemptions will be granted only for documented medical conditions, verified through the new Federal Thermal Comfort Medical Review Board. Applications require signatures from two licensed physicians and an environmental impact statement explaining why the applicant’s health needs supersede climate priorities.
Repeat offenders — defined as households exceeding their thermal comfort allowance three times in a calendar year — will be placed on a Climate Watch List and may be required to attend mandatory energy conservation counseling sessions.
“This is about fairness,” Kohler added. “Why should your neighbor suffer devastating hurricanes just because you like to sleep in a 72-degree bedroom? We’re all in this together.”
The EPA estimates the program will reduce national carbon emissions by approximately 0.003% while creating over 12,000 new federal compliance officer positions. Registration forms will be available on the agency’s website starting September 1st, requiring 47 pages of documentation and notarization.
