Feds to Track Steps, Fine Americans Who Don’t Walk Enough

The Department of Health and Human Services announced Friday a sweeping new initiative requiring all Americans to submit their daily step counts to a federal database by 2028, with those failing to meet minimum activity thresholds subject to “wellness interventions.”

The Digital Health Accountability and Movement Program (D-HAMP) will mandate that all smartphone users sync their fitness tracking data with a centralized HHS server. Citizens without smartphones will receive government-issued fitness bands at no cost, though a monthly $12.99 “device maintenance fee” will apply.

“For too long, we’ve allowed Americans to make their own choices about physical activity without proper oversight,” said HHS Secretary Dr. Patricia Whitmore at a press conference. “This program ensures equity in health outcomes by identifying sedentary individuals before they become a burden on our healthcare system.”

Under the proposed regulations, adults aged 18-65 must achieve a minimum of 8,000 steps daily. Those falling short for three consecutive months will be enrolled in mandatory weekend “Movement Re-education Seminars” at their nearest federal facility. The seminars, described as “joyful group exercise experiences,” will run from 6 AM to 8 PM on Saturdays.

Privacy advocates have raised concerns about the government tracking citizens’ locations and movements, but Secretary Whitmore dismissed these worries as “fatphobic misinformation.” The step data, she explained, will only be shared with approved federal agencies, state health departments, approved insurance providers, and “select academic partners conducting vital research.”

The program includes several exemptions for protected activities. Steps taken while attending political rallies for approved candidates will count triple, while steps taken to or from places of worship will not be counted at all, as they “don’t contribute to inclusive wellness goals.”

Implementation will begin with a voluntary pilot program in January 2027. The mandatory phase begins fourteen months later, with non-compliance subject to fines starting at $500 per month.
