WASHINGTON — The Department of Transportation announced Friday a sweeping new federal initiative requiring all drivers to complete a mandatory 40-hour “Emotional Intelligence Behind the Wheel” course before renewing their licenses, citing concerns that Americans are “operating heavy machinery without proper consideration for the feelings of other road users.”
Transportation Secretary Diana Martínez unveiled the program at a press conference, explaining that traditional driver education has focused too heavily on “outdated concepts” like signaling, speed limits, and right-of-way rules while ignoring the “psychological trauma” inflicted by aggressive merging and insufficient zipper technique empathy.
“For too long, we’ve allowed people to drive based solely on mechanical competence,” Martínez said. “But what good is knowing how to parallel park if you haven’t examined your internal biases about sedan drivers versus truck drivers? What value is there in understanding stop signs if you can’t process the microaggressions inherent in honking?”
The course, developed in partnership with leading workplace diversity consultants, will include modules on “Recognizing Your Privilege at Four-Way Stops,” “Creating Safe Spaces in the Passing Lane,” and “Deconstructing the Harmful Binary of Red Light/Green Light.” Drivers will also be required to write a 500-word reflection essay on a time they failed to acknowledge the lived experience of a cyclist.
Those who fail to complete the course by their license renewal date will be restricted to operating vehicles equipped with federally mandated “Apology Horns” that play pre-recorded messages such as “I’m sorry for existing in your blind spot” and “I acknowledge my role in perpetuating car-centric infrastructure.”
The program is expected to generate $4.7 billion in revenue annually, with courses priced at $399 per driver. A DOT spokesperson confirmed that commercial truck drivers will be required to complete an additional 80-hour “Heavy Vehicle Emotional Labor” certification.
The initiative is scheduled to begin rollout in January 2027, pending approval of the 847-page instructor training manual currently under review.
