The Department of Transportation announced Friday that all privately owned vehicles manufactured before 2020 will be required to display a federally issued “Legacy Emissions Acknowledgment Placard” on their windshields starting January 1, 2027.
The bright orange placards, which measure 8×10 inches and must be affixed to the lower driver’s side windshield, will feature the text “THIS VEHICLE CONTRIBUTES TO CLIMATE INEQUALITY” in bold sans-serif font along with a QR code linking to educational resources about transportation justice.
“We’re not banning older vehicles,” explained Transportation Secretary Amanda Chen at a press conference. “We’re simply ensuring that drivers of legacy combustion vehicles acknowledge their disproportionate environmental impact every time they get behind the wheel. Awareness is the first step toward behavior change.”
The placards will be mailed automatically to registered vehicle owners based on DMV records. Failure to display the placard will result in a $150 fine for first-time offenders, with penalties escalating to $500 for repeat violations. Law enforcement will be trained to identify non-compliant vehicles during routine traffic stops.
The program also includes an optional “upgraded” version of the placard for an additional $45 annual fee. This premium version features slightly smaller dimensions and earth-tone coloring instead of orange, along with the alternate text “TRANSITIONING TO SUSTAINABLE MOBILITY.”
Several automotive industry groups have criticized the mandate as government overreach, while environmental organizations praised it as “a meaningful step toward climate accountability.” The placards are being manufactured by a minority-owned business in Maryland at a cost of $3.87 per unit, with total program expenses estimated at $340 million for the first year.
Owners of vehicles older than 25 years may apply for a “Classic Vehicle Heritage Exemption,” though approval requires submission of documentation proving the vehicle is maintained “primarily for cultural preservation purposes” and driven fewer than 1,000 miles annually.
