Feds Require 40-Hour Digital Wellness Course for Licenses

WASHINGTON — The Department of Health and Human Services announced Friday a sweeping new initiative requiring all Americans over the age of 12 to complete a mandatory 40-hour “Digital Wellness Certification” course before being permitted to renew their driver’s licenses, passports, or access federal benefits.

The program, developed in partnership with several major tech companies and wellness influencers, will teach citizens proper posture while scrolling, mindfulness techniques for managing notification anxiety, and federally approved methods for “doomscrolling mitigation.”

“We’ve seen the data, and it’s clear that Americans are suffering from what we’re calling a ‘screen health crisis,'” said HHS Secretary Dr. Vivian Holloway at a press conference. “Just as we require driver’s education before operating a vehicle, we must ensure citizens are properly trained to operate their smartphones without causing harm to themselves or others.”

The certification course will be offered both online and in-person at newly established “Digital Wellness Centers” being constructed in 500 cities nationwide. Participants will learn government-approved techniques including the “20-20-20 Rule” (looking away from screens every 20 minutes), proper “thumb ergonomics,” and how to identify “toxic comment sections” requiring immediate disengagement.

Those who fail the final exam — which includes a practical component where participants must demonstrate proper phone-holding technique and resist checking their devices for a full 10 minutes — will be required to retake the course and pay a $95 re-certification fee.

Civil liberties groups have raised concerns about the program’s constitutionality, but supporters point to preliminary studies suggesting that Americans spend an average of 7.3 hours daily on their devices. “This is a public health emergency,” said one wellness consultant involved in developing the curriculum. “We wouldn’t let people drive drunk. Why should we let them scroll hunched over?”

The program is expected to be fully implemented by January 2027, with enforcement beginning in March. Violators caught renewing documents without certification will face fines up to $500.
