DOT Mandates Car Horns Become Apologies by 2027

The Department of Transportation announced Monday that all Americans will be required to replace their car horns with pre-recorded apology messages by January 2027, part of a sweeping new initiative to reduce “automotive aggression” on the nation’s roadways.

Transportation Secretary Miguel Cardona unveiled the $4.3 billion Horn Replacement and Apology Program (HRAP) at a press conference, explaining that traditional car horns contribute to a “culture of vehicular hostility” that has no place in modern society.

“For too long, drivers have used their horns as weapons of intimidation,” Cardona said while standing beside a modified Toyota Camry. “Instead of an aggressive blast of noise, imagine if every horn honk was replaced with a gentle, ‘So sorry, I didn’t mean to startle you.’ That’s the future we’re building.”

Under the new regulations, all vehicles manufactured after March 2027 must come equipped with one of seven federally approved apology recordings. Existing vehicles will need to be retrofitted at certified HRAP centers, which the DOT promises will be “conveniently located in most major metropolitan areas within 50 miles of your home.”

The seven approved messages range from “Pardon me, friend!” to “My sincere apologies for the inconvenience” to a 15-second recording that begins with “I want to acknowledge that honking at you was inappropriate…”

Drivers caught using their old horns after the deadline will face fines starting at $750, with repeat offenders required to attend a weekend “Mindful Driving Seminar” at government-approved facilities.

The DOT also announced that emergency vehicles will be exempt from the requirement, though ambulances are “strongly encouraged” to consider switching to apology-based sirens on a voluntary basis.

Republican lawmakers immediately criticized the program as government overreach, while several progressive groups praised it but noted it “doesn’t go far enough” and suggested future regulations should require drivers to exit their vehicles and apologize in person.

Installation appointments are expected to be available starting next spring, with wait times currently estimated at 6-8 months.
