A Los Angeles judge refused Friday to lower bail for two Chinese nationals accused of abusing 21 children they raised with a team of live-in nannies in a sprawling Arcadia mansion. Guojun Xuan, 66, and Silvia Zhang, 39, face conspiracy to commit child abuse and multiple counts of dissuading witnesses. Both hold dual U.S. citizenship.
Prosecutors say the couple had 19 of their 21 children through surrogates. They employed six full-time nannies to help raise the children in their large home. One nanny faces charges for beating a two-month-old infant so severely he suffered a brain bleed. The couple waited two days before seeking medical treatment for the injured baby.
Defense Claims Illness, Blames Nannies
Xuan’s attorney Mitchell Krems called the charges “patently false” and insisted the abuse was “all the nannies’ doing.” He asked the court to reduce his client’s bail to $5 million or release him entirely, arguing that jail poses a serious risk to Xuan’s life. The defendant appeared in court in a wheelchair while battling a rare form of leukemia and recovering from a recent bone marrow transplant.
The judge denied the request. Both defendants have pleaded not guilty.
Pattern Alleged in Civil Lawsuit
A recent civil lawsuit describes Xuan as having “an obsession with impregnating women and amassing an extraordinary number of children.” The allegations paint a picture of a household organized around producing and managing dozens of children with hired help rather than traditional family structure.
The case raises questions about how such a large-scale operation could function for years without triggering intervention from neighbors, schools, or authorities. Six nannies living full-time in one home with 21 children represents an unusual domestic arrangement that evidently drew little outside scrutiny until the alleged abuse came to light.
The couple’s dual citizenship complicates potential flight risk assessments, though prosecutors have not publicly detailed their arguments for maintaining current bail levels. The next court date has not been announced.
