DOT Requires Federal Walking License for Sidewalks

WASHINGTON — The Department of Transportation announced Tuesday that it will begin requiring all Americans to obtain a federal “Walking License” before using public sidewalks, citing concerns over pedestrian safety and the need for standardized gait regulation.

Transportation Secretary Miguel Cardona explained that the new licensing system, which will roll out in phases beginning January 2027, addresses what he called “the crisis of untrained walkers clogging our nation’s walkways.”

“For too long, we’ve allowed anyone to just walk wherever they want, however they want,” Cardona said at a press conference. “You need a license to drive. You need a license to fish. Why should operating your legs in public spaces be any different?”

The Walking License will require applicants to complete an eight-hour online course covering proper sidewalk etiquette, right-of-way protocols, and the correct method for passing slower walkers. A written exam will test knowledge of crosswalk signals, while a practical examination will assess walking speed consistency and ability to maintain a straight line while texting.

The license will cost $87 and must be renewed every four years. Failure to carry proof of licensure while walking on public sidewalks will result in fines starting at $250. Repeat offenders may face mandatory enrollment in pedestrian re-education courses.

Civil liberties groups have raised concerns about enforcement, but the DOT assured the public that compliance officers will use discretion. “We’re not going to ticket grandma for walking to church,” said DOT spokesman Derek Phillips. “Unless she’s jaywalking. Or walking too slowly in the passing lane. Or stopping suddenly without signaling.”

The program has already drawn support from major insurance companies, who announced they will begin offering “walking insurance” policies to cover pedestrian-related liabilities. Several universities have also added “Ambulatory Studies” majors to prepare students for careers in the emerging walking compliance industry.

Private property owners will be exempt from the licensing requirement, meaning Americans can still walk unlicensed within their own homes.
