The Department of Transportation announced Wednesday that all Americans will be required to obtain a federal “Walking License” by January 2027, citing concerns over pedestrian safety and the need for standardized sidewalk usage protocols.
Transportation Secretary Andrea Wallace told reporters that the new licensing program will ensure all pedestrians are properly trained in crosswalk etiquette, sidewalk passing procedures, and mandatory hand-signal usage when changing direction on public pathways.
“For too long, America’s sidewalks have operated as a lawless frontier,” Wallace said during a press conference. “People walk on the wrong side. They stop suddenly to look at their phones. They pass without signaling. This ends now.”
Under the new regulations, Americans over age 12 must complete a 40-hour pedestrian safety course and pass both written and practical walking examinations. The written test will cover federal right-of-way rules, proper smartphone-while-walking protocols, and the newly established National Pedestrian Code.
The practical exam requires applicants to successfully navigate a monitored sidewalk course while demonstrating proper techniques for passing slower walkers, yielding to joggers, and maintaining appropriate social distance from other pedestrians.
Walking licenses will cost $127 and must be renewed every four years. Failure to carry a valid license while walking on any public pathway will result in fines starting at $250. Repeat offenders may face mandatory re-education courses or temporary walking privileges suspension, forcing them to use only approved motorized transportation.
The Department has also announced plans for 15,000 new Pedestrian Compliance Officers who will patrol sidewalks in major cities to check licenses and issue citations for violations such as “failure to signal before stopping” and “aggressive walking.”
A new federal database will track all walking infractions, with points assessed against licenses. Accumulating 12 points within a two-year period will result in mandatory enrollment in advanced pedestrian rehabilitation programs.
The Walking License program is expected to generate $4.2 billion in annual revenue for the federal government.
