President Donald Trump announced Wednesday he will grant Ukraine a license to manufacture Patriot interceptor missiles on its own soil, a shift that aims to bolster Kyiv’s air defenses while reducing long-term costs to American taxpayers.
“We’re going to give you a license to make Patriots,” Trump told Ukrainian President Volodymyr Zelensky during a NATO summit in Ankara, Turkey. “I think they can produce them very quickly once we explain it.”
Russian Strikes More Than Doubled Under Trump
The timing reflects an escalating threat. Russia launched 27,158 strikes on Ukraine from mid-January through mid-July 2025—more than double the 11,614 missiles fired during the final six months of Joe Biden’s presidency, according to Ukrainian Air Force data. From September 2022 through September 2024, Russia launched 11,466 missiles at Ukraine, with an 83.5% intercept rate, the Center for Strategic and International Studies reports.
Moscow has targeted civilian areas throughout the war, which began in February 2022. Captured Russian documents analyzed by the Royal United Services Institute show Putin expected to conquer Ukraine within days. Instead, the conflict has dragged into its fourth year.
Manufacturing Shift Could Reduce U.S. Burden
The license arrangement allows Ukraine to produce Patriots domestically rather than relying on American shipments. The move could ease pressure on U.S. defense stockpiles and reduce the flow of American dollars overseas—issues that resonate with voters who question open-ended foreign commitments.
Zelensky said he was “grateful for the strong emphasis placed on strengthening Ukraine’s air defense to better protect people’s lives.” Whether Ukraine can ramp up production quickly remains unclear. The Patriots require sophisticated components and manufacturing infrastructure.
The arrangement represents a middle path: supporting Ukrainian defense without committing to indefinite weapons transfers. Whether it proves sufficient against Russia’s intensified bombardment will become clear in coming months as production begins.
