WASHINGTON — The Department of Transportation announced Monday a sweeping new initiative requiring all American drivers to complete a mandatory 40-hour “Emotional Intelligence Behind the Wheel” certification course before their licenses can be renewed.
The program, developed in partnership with several leading wellness consultants and traffic psychology experts, aims to address what Transportation Secretary Elena Voss called “the epidemic of micro-aggressions occurring daily on our nation’s roadways.”
“For too long, we’ve focused solely on the mechanical aspects of driving,” Voss said at a press conference. “But we’ve ignored the emotional trauma inflicted when someone fails to use their turn signal, or when a driver refuses to acknowledge another motorist’s kind gesture with a wave.”
The certification course will include modules on “Processing Your Feelings About Tailgaters,” “Validating the Experiences of Merge-Lane Anxiety,” and “Creating Safe Spaces in Roundabouts.” Drivers will also be required to maintain a daily journal documenting their emotional journey through traffic for a minimum of 30 days.
A pilot program in Portland has already shown promising results, according to officials. Reported incidents of horn-honking have decreased by 67%, though average commute times have increased by approximately two hours as drivers pause to process their emotions at each intersection.
The course will cost $850 per person, though low-income drivers may qualify for a payment plan. Those who fail the final examination — a role-playing scenario involving a four-way stop — will be required to retake the entire 40-hour program.
DMV locations nationwide are already booking appointments through 2029. The department has assured citizens that the inevitable delays are “an opportunity to practice patience and self-compassion.”
Critics have raised concerns about the program’s cost and time requirements, but Secretary Voss dismissed such objections as “classic deflection from individuals unwilling to do the work.”
