The Department of Education announced Thursday a groundbreaking new curriculum requirement mandating that all public school students complete a minimum of 200 hours of “Digital Wellness and Social Media Literacy Training” before graduating high school, with implementation set to begin in Fall 2027.
The program, titled “Scroll Responsibly: A Framework for 21st Century Citizenship,” will require students to maintain government-issued “Screen Time Journals” documenting their daily usage across all platforms, which will be reviewed quarterly by certified Digital Wellness Counselors.
“We’ve identified a critical gap in American education,” said Department of Education spokesperson Jennifer Hartwell at a press conference. “Students are graduating without basic skills like recognizing when they’ve been doomscrolling for three hours or understanding the psychological impact of watching 847 consecutive TikToks about geopolitical conflict.”
The curriculum includes mandatory modules such as “Instagram vs. Reality: A Statistical Analysis,” “Why Your Parasocial Relationship with Influencers Isn’t Real Friendship,” and “Detecting Misinformation: A 12-Week Deep Dive.” Students will also be required to complete a capstone project demonstrating they can go 72 consecutive hours without checking their phones, with violation resulting in summer school enrollment.
Parents will receive monthly “Digital Report Cards” detailing their children’s screen time patterns, along with federally-approved intervention strategies. Families whose children exceed the recommended weekly limits of 14 hours of social media use will be offered complimentary consultations with state-licensed Digital Behavior Specialists.
The program has already drawn criticism from civil liberties groups concerned about data privacy, though the Department insists all Screen Time Journals will be “securely stored in a centralized federal database for research purposes only.”
Several states have announced plans to exceed federal requirements, with California proposing a companion program requiring parents to complete 40 hours of training on “Understanding Gen Alpha Meme Culture” before being allowed to monitor their children’s devices.
