Government to Fine Americans for Not Walking Enough

WASHINGTON — The Department of Health and Human Services announced Tuesday that beginning January 1, 2027, all Americans will be required to submit their daily step counts to a new federal wellness database or face monthly penalties of up to $125.

The National Movement Accountability Act, passed late Monday evening as part of a 2,847-page omnibus spending bill, establishes the Federal Activity Monitoring System (FAMS), which will collect biometric data from smartwatches, fitness trackers, and smartphones to ensure citizens meet the government’s recommended 10,000 steps per day.

“This is about equity and public health,” said HHS Secretary Dr. Margaret Thornhill at a press conference. “Healthcare costs are unsustainable, and sedentary lifestyles are a drain on our system. If we can mandate seat belts and vaccinations, we can certainly mandate that Americans move their bodies.”

Under the new regulations, citizens who fail to log at least 8,500 steps daily will receive an automated text notification reminding them of their “civic duty to remain mobile.” Those who fall below 6,000 steps for three consecutive days will be enrolled in mandatory virtual “movement counseling sessions.”

The legislation includes exemptions for individuals with documented disabilities, though they must reapply for exemption status every six months through a new online portal currently under development. Citizens without smartphones or fitness trackers will be mailed government-issued step counters that automatically upload data via cellular connection.

Privacy advocates have raised concerns about the scope of data collection, but supporters point to a provision allowing citizens to petition for “step credits” by performing approved sedentary activities like voting, attending town halls, or watching educational streaming content from government-approved providers.

The Congressional Budget Office estimates the program will generate $2.3 billion in penalty revenue during its first year while creating approximately 15,000 new federal jobs to administer the system.

Implementation training for FAMS compliance officers begins next month.
