The Department of Transportation announced Tuesday that beginning January 1, 2027, all Americans will be required to obtain a federal license before purchasing, owning, or operating any bicycle with wheels larger than 12 inches in diameter.
The new Federal Bicycle Operation Permit (FBOP) will cost $127 for a five-year license and require applicants to complete an eight-hour online safety course, pass a written examination on federal cycling regulations, and undergo a background check to ensure they have no history of “reckless pedestrian behavior.”
“For too long, bicycles have operated in a regulatory gray area,” said Transportation Secretary Laura Mitchell during a press conference at DOT headquarters. “We license cars. We license boats. We even license dogs in most municipalities. Yet somehow bicycles—which can reach speeds of up to 30 miles per hour on downhill slopes—have escaped federal oversight entirely. That ends now.”
The new regulations will also require all bicycles to be registered with the National Bicycle Registry, a database that will track every bicycle’s make, model, serial number, and current owner. Bicycles must display a federal registration decal on the rear fender, renewed annually for a fee of $43.
Children under 16 may apply for a provisional youth cycling permit, which restricts them to bicycles with training wheels or handlebars featuring streamers. Teens aged 16-17 may graduate to a junior permit allowing standard bicycles, but only during daylight hours and never within 500 feet of a federal building.
Enforcement will be handled by a new division within the Transportation Security Administration called the Bicycle Compliance Unit, which will employ approximately 3,400 federal agents nationwide. The BCU has already begun training exercises in Portland, Oregon, where agents practiced stopping cyclists and requesting “license and registration.”
Violators caught riding without a valid FBOP face fines starting at $500 for a first offense, with penalties escalating to potential bicycle confiscation and mandatory community service for repeat offenders.
The program is expected to generate $2.3 billion in annual revenue.
