The Department of Transportation announced Friday that all Americans will be required to obtain a federal “Walking License” by January 2027, citing safety concerns and the need to standardize pedestrian behavior across state lines.
Transportation Secretary Amanda Chen unveiled the new licensing program at a press conference, explaining that the proliferation of “reckless walking” has created what she called “an unregulated crisis on our sidewalks.” The comprehensive program will require all citizens over the age of 12 to pass both a written exam and a practical walking test administered by certified federal examiners.
“For too long, we’ve allowed people to just walk wherever and however they want,” Chen said. “Some people walk too fast. Some walk too slow. Some look at their phones. It’s chaos out there, and we’re bringing order to the chaos.”
The written portion of the exam will cover topics including proper sidewalk etiquette, crosswalk protocol, and the federally mandated three-second rule for looking both ways before crossing. Test-takers must score at least 80% to advance to the practical examination, which involves walking a designated route while federal examiners observe posture, pace, and adherence to pedestrian right-of-way laws.
The program includes tiered licensing categories. A Class A Walking License permits unrestricted pedestrian movement, while Class B licensees may only walk during daylight hours. Those who fail the exam twice will be issued a Class C “Supervised Walking Only” permit, requiring them to be accompanied by a fully licensed pedestrian at all times.
Renewal will be required every four years at a cost of $85, with an additional $35 processing fee. The DOT estimates the program will generate approximately $18 billion in annual revenue while creating 47,000 new federal jobs.
Several states have already announced plans to add additional walking restrictions, with California proposing mandatory helmet requirements for all pedestrians and New York considering a ban on walking while carrying more than two shopping bags.
