WASHINGTON — The Department of Health and Human Services announced Friday that beginning January 1, 2027, all Americans will be required to log their daily steps, caloric intake, and sleep patterns into a new federal wellness portal or face escalating monthly penalties.
The “Healthy Americans Accountability Act,” passed late Thursday evening as a rider to a critical infrastructure bill, establishes the National Wellness Registry — a comprehensive database designed to “promote public health outcomes through citizen engagement and data-driven accountability,” according to HHS Secretary Dr. Patricia Hollings.
Under the new system, adults aged 18-65 will be required to sync a government-approved fitness tracker to the federal portal and maintain minimum daily benchmarks: 8,000 steps, consumption of at least two servings of vegetables, and seven hours of sleep. Failure to meet these thresholds for more than three days per month will result in a $50 fine for the first offense, escalating to $200 for repeated violations.
Secretary Hollings emphasized that the program is “not punitive, but motivational.” She noted that citizens who consistently exceed wellness benchmarks will receive a small tax credit and priority access to certain government services.
The approved tracker list includes devices from eight manufacturers who partnered with HHS during the legislation’s development. Citizens who already own fitness trackers not on the approved list will need to purchase new devices, though a federal subsidy program will provide devices to low-income Americans.
Privacy advocates raised concerns about the scope of data collection, but the bill includes provisions stating that wellness data “will only be shared with authorized health officials, insurance providers conducting risk assessments, and law enforcement in cases involving ongoing investigations.”
A companion mobile app will allow citizens to photograph their meals for automated nutritional analysis. The app uses AI to verify vegetable consumption and flag “patterns of concern” for follow-up by regional wellness coordinators.
Implementation begins with a voluntary enrollment period this fall, becoming mandatory after the new year.
