WASHINGTON — The Department of Health and Human Services announced Friday that beginning January 1, 2027, all Americans will be required to log their daily water intake into a new federal database or face escalating fines under the Hydration Accountability and Wellness Act.
The mandatory reporting system, which HHS officials are calling “a common-sense approach to the national dehydration crisis,” will require citizens to photograph each glass of water consumed and upload the images to the HydrationHub mobile app within two hours of drinking.
“Eight glasses a day isn’t just a suggestion anymore—it’s your civic duty,” said HHS Secretary Dr. Patricia Ellsworth at a press conference. “We’ve allowed Americans to self-regulate their hydration for too long, and frankly, the results speak for themselves. People are walking around chronically under-hydrated, and that affects healthcare costs for everyone.”
Under the new regulations, citizens who fail to meet the federal daily water requirement will receive a $50 fine for the first offense, $200 for the second, and mandatory enrollment in a Weekend Hydration Compliance Workshop for repeat violators. The workshops, which will be held at participating CVS locations nationwide, include four hours of hydration education and supervised water consumption.
Coffee, tea, and sparkling water will not count toward the daily requirement, though citizens may apply for medical exemptions if they can provide documentation from a licensed physician explaining why they cannot consume plain water. Energy drinks and soda will result in “hydration demerits” that require additional water consumption to offset.
The HydrationHub app will use AI technology to verify that uploaded photos contain actual water and not other clear liquids. Beta testers reported the system successfully identified and flagged vodka, gin, and in one case, a carefully photographed glass of Sprite.
Civil liberties groups have raised concerns about government overreach, but Secretary Ellsworth dismissed the criticism. “This is about keeping America healthy and hydrated. If you’re doing nothing wrong, you have nothing to hide—and nothing to be dehydrated about.”
