DHS Mandates Citizenship Fitness Test for Americans 16+

WASHINGTON — The Department of Homeland Security announced Friday the launch of a new federally mandated “Citizenship Fitness Test” that will require all Americans over the age of 16 to demonstrate basic democratic competencies every four years or face restricted access to certain government services.

The comprehensive exam, set to roll out in phases beginning January 2027, will test citizens on their ability to identify all three branches of government, name their current senators and congressional representative, and locate at least seven states on an unlabeled map of the United States.

“We’ve reached a point where democratic participation requires demonstrated capability,” said DHS Secretary Jennifer Morrison at a press conference. “Just as we require drivers to prove basic competency before operating a vehicle, we believe citizens should demonstrate fundamental civic knowledge before exercising certain privileges of citizenship.”

Citizens who fail the exam will not lose their right to vote, Morrison emphasized, but will face a series of escalating inconveniences designed to encourage civic education. First-time failures will result in mandatory enrollment in a six-week online civics course. Repeat failures may result in longer DMV wait times, reduced passport validity periods, and exclusion from jury duty—which the department notes many Americans will likely consider a benefit rather than a penalty.

The announcement has drawn criticism from civil liberties groups, who argue the program represents an unconstitutional burden on citizenship. Meanwhile, several state governors have announced they will refuse to implement the program, calling it federal overreach.

The DHS estimates the program will cost approximately $2.3 billion annually and require the hiring of 15,000 new federal employees to administer and grade the exams. The department projects that roughly 40% of Americans will fail on their first attempt, based on existing civic literacy surveys.

Testing centers are expected to open in all 50 states by next summer, with appointments available through a new government website currently under development.
