WASHINGTON — Following months of contentious debate over digital currency regulations, the Federal Reserve announced Friday it will launch a pilot program requiring all Americans to register their Venmo, PayPal, and Cash App transactions exceeding $5 with a newly created Bureau of Peer-to-Peer Financial Oversight.
The program, set to begin in October, will mandate that citizens submit a brief explanation for any personal payment over the threshold, including splitting restaurant bills, reimbursing friends for concert tickets, or paying back borrowed lawn equipment.
“Financial transparency is a cornerstone of democracy,” said Treasury Secretary Janet Yellen at a press conference. “When your roommate Venmos you $12 for paper towels, the American people deserve to know that transaction occurred and why.”
Under the new rules, users will receive a text message within 60 seconds of any qualifying transaction, prompting them to select from a dropdown menu of approved categories including “Shared Uber,” “Fantasy Football Dues,” “Wedding Gift Contribution,” and “Other (Requires 2-3 Business Days for Manual Review).”
The Bureau has hired 4,000 new compliance officers specifically trained to evaluate the legitimacy of explanations like “pizza” and “ur half of the AirBnb.”
Privacy advocates have raised concerns, but administration officials insist the program is necessary to combat money laundering and ensure tax compliance on birthday money.
“We’re not interested in small potatoes,” clarified IRS Commissioner Daniel Werfel. “We’re focused on the big fish — people who are splitting brunch three ways and not properly documenting who ordered the avocado toast.”
Early beta testers report the system works smoothly, though one participant noted it took six days to get approval for a $7 payment labeled “gas money from last week idk.”
The Federal Reserve says it expects full compliance by tax season 2027, when Venmo payment histories will be automatically imported into 1099 forms.
