WASHINGTON — The Department of Health and Human Services announced Thursday that beginning January 1, 2027, all Americans will be required to submit weekly “Mental Wellness Check-Ins” through a new federal app or face a $150 monthly non-compliance fee.
The MindTrack USA platform, developed in partnership with several Silicon Valley firms at a cost of $4.3 billion, will prompt users every Monday morning to rate their happiness on a scale of 1-10, describe their weekend activities, and answer questions about their relationships, work stress, and “general sense of optimism about America’s future.”
“We can no longer afford to let mental health go unmonitored,” said HHS Secretary Dr. Patricia Thornwell at a press conference. “Just as we require Americans to file tax returns annually, we must now require them to file mental health returns weekly. It’s simply common sense in the 21st century.”
The program includes several controversial features, including an AI algorithm that flags users who report happiness levels above 8 or below 4 for “mandatory counseling referrals.” Citizens who report being “very happy” for three consecutive weeks will receive a letter asking them to “check their privilege” and consider whether they’re “sufficiently aware of societal inequities.”
Privacy advocates have raised concerns about the data collection, but Secretary Thornwell dismissed these worries. “Your mental health data will be completely secure and only shared with authorized government agencies, approved research institutions, your employer’s HR department, and select advertising partners who have committed to using the information responsibly.”
The app will also feature a “Community Wellness Score” showing users how their happiness levels compare to their neighbors. Early beta testing revealed that 73% of users felt worse after seeing this feature, which officials called “a promising sign that the tool is increasing self-awareness.”
Republicans have vowed to fight the mandate, while several Democratic senators have proposed expanding it to include daily check-ins and real-time mood monitoring through smartwatch integration.
