Government Mandates 40-Hour Course to Own Smartphones

WASHINGTON — The Department of Health and Human Services announced Friday a new federal initiative requiring all Americans over the age of 12 to complete a mandatory 40-hour “Digital Wellness Certification” course before being allowed to purchase, own, or operate smartphones.

The program, set to launch in January 2027, will be administered through a partnership between HHS and the newly created Office of Screen Time Compliance. Citizens will be required to attend in-person classes covering topics such as “Recognizing Problematic Scrolling Patterns,” “The Dangers of Unapproved Content Consumption,” and “Building a Healthy Relationship with Government-Vetted Information Sources.”

HHS Secretary Patricia Williamson explained the policy at a Friday press conference, stating that uncertified smartphone use has become “a public health crisis on par with smoking.” She added that the federal government has a responsibility to ensure Americans are “mentally and emotionally prepared” for the challenges of mobile device ownership.

The certification program will cost $347 per person and must be renewed every three years. Those who fail the final exam — which includes a practical demonstration of “responsible social media engagement” — will have 30 days to retake the course before their cellular service is automatically suspended.

Children under 12 will be issued special government phones that can only call 911, their parents, and a new hotline called “1-800-FED-HELP” for reporting concerning behavior by adults.

Several Republican lawmakers have already voiced opposition, with Senator Mike Crawford calling it “an outrageous invasion of privacy.” The White House responded by noting that driving requires a license, and smartphones are “statistically more dangerous to democracy than cars.”

The program includes exemptions for government employees, journalists at approved news outlets, and individuals who can demonstrate they exclusively use their phones to consume educational content approved by a federal review board.
