WASHINGTON — The Department of Health and Human Services announced Friday that beginning January 1, 2027, all Americans will be required to log their daily emotional states into a new federal wellness database or risk losing access to certain government services.
The Mental Health Accountability and Transparency Act, passed quietly in an omnibus spending bill last month, mandates that citizens submit their “emotional inventory” through a smartphone app or designated government kiosk at least once per day. The app, developed by a consortium of Silicon Valley firms at a cost of $847 million, features a simple interface where users select from approved emotional categories including “productive,” “grateful,” “concerned but hopeful,” and “processing.”
“For too long, Americans have been allowed to experience feelings without any oversight or accountability,” said HHS Secretary Dr. Melissa Thornberg at a press conference. “This program ensures that every citizen’s mental health journey is documented, analyzed, and optimized for societal benefit.”
Failure to log emotions for three consecutive days will trigger an automatic wellness check from local health officials. After seven days of non-compliance, individuals may face suspension of their passport renewal privileges and exclusion from federal student loan programs. Repeat offenders could be enrolled in mandatory “Emotional Literacy Workshops” at their own expense.
The database will also flag certain emotional patterns as potentially concerning. Citizens who report feeling “angry” more than twice per week, or “skeptical of government programs” at any frequency, will receive targeted mental health resources and possible referral to community counseling services.
“We want to be very clear: this is not surveillance,” Thornberg emphasized. “This is care. We’re simply ensuring that no American suffers alone with unregistered feelings.”
Privacy advocates have raised concerns, but HHS officials note that emotional data will only be shared with approved government agencies, health insurers, and qualified academic researchers. The department has also partnered with major employers to offer “wellness incentives” for workers who maintain consistent positive emotional reporting.
