WASHINGTON — In a sweeping executive order signed during a Fourth of July ceremony at the National Mall, President Harris announced the creation of the Federal Holiday Equity and Reparations Commission, tasked with investigating whether Independence Day perpetuates “colonial trauma” and should be replaced with a more inclusive national celebration.
The commission, which will receive $47 million in initial funding, will spend the next 18 months conducting listening sessions across all 50 states to determine if July 4th “adequately represents the lived experiences of marginalized communities who did not feel independent in 1776.”
Under the order, all federal employees will be required to attend a mandatory 4-hour “Independence Day Reflection Workshop” before next year’s holiday, examining their personal relationship with the concept of independence and how it may exclude others. Employees who complete the workshop will receive a certificate suitable for framing.
The commission will also explore alternative dates for a national holiday, including Juneteenth (already a federal holiday), the anniversary of the 1619 Project’s publication, and “a date to be determined that centers Indigenous perspectives on the concept of so-called American independence.”
Secretary of the Interior Deb Haaland praised the initiative, stating that the commission represents “a long overdue conversation about whether celebrating independence is itself a form of exclusion for those who were not included in the original independence.”
The order does not eliminate Independence Day as a federal holiday, but does require that all future July 4th events include equal time for “counter-narratives” and that fireworks displays be preceded by a land acknowledgment statement. Federal buildings will be encouraged to fly flags at half-staff “in recognition of those for whom independence remained theoretical.”
Congressional Republicans immediately condemned the order, while several progressive groups criticized it for not going far enough, noting that the commission includes only 47 members rather than the requested 1619.
