WASHINGTON — The Department of Health and Human Services announced Tuesday a sweeping new initiative requiring all Americans over the age of 12 to complete a mandatory 40-hour “Wellness Certification” course before being allowed to purchase groceries containing more than 15 grams of sugar per serving.
The program, set to launch in January 2027, will be administered through a new federal agency called the Bureau of Nutritional Compliance and Education (BUNCE). Citizens will need to attend in-person weekend seminars at designated government facilities where they’ll learn proper portion control, the dangers of processed foods, and techniques for “mindful eating.”
“For too long, we’ve trusted Americans to make their own food choices, and frankly, the results speak for themselves,” said HHS Secretary Dr. Patricia Whitmore at a press conference. “This isn’t about taking away freedom. It’s about giving people the education they need to exercise that freedom responsibly.”
Under the new rules, grocery stores will be required to scan a digital “Wellness Passport” before allowing customers to purchase items like ice cream, cookies, breakfast cereal, or any beverage other than water or unsweetened tea. The passport, stored on a government-issued app, will display the holder’s certification status and track monthly “nutritional compliance scores.”
Citizens who fail the course — which includes a written exam and a practical cooking test — will have 90 days to retake it or face restrictions on their purchasing abilities. Repeat failures may result in mandatory enrollment in a six-month “Intensive Nutrition Reeducation Program.”
The Department estimates the program will cost $47 billion annually but projects it will save the healthcare system “immeasurable amounts” in the long term. Private companies have already been contracted to build 3,000 new “Wellness Education Centers” across the country.
When asked about enforcement, Whitmore confirmed that grocery stores found selling restricted items to uncertified individuals could face fines of up to $100,000 per violation.
