Feds Mandate 40-Hour Course for Social Media Use

WASHINGTON — The Department of Health and Human Services announced Wednesday a new federal initiative requiring all Americans over the age of 12 to complete a mandatory 40-hour “Digital Wellness Certification” course before being permitted to access social media platforms.

The program, which will be administered through a partnership between HHS and the newly formed Bureau of Online Safety and Supervision (BOSS), mandates that citizens pass a comprehensive examination covering topics including “recognizing misinformation,” “appropriate emoji usage in civic discourse,” and “the psychological dangers of the quote-tweet.”

Secretary of Health and Human Services Jennifer Caldwell explained that the certification will need to be renewed every two years and will cost $127 per attempt. “We’ve seen the damage that unregulated social media access can do to our democracy and mental health,” Caldwell said at a press conference. “Just as we require driver’s licenses to operate vehicles, we must ensure Americans are properly trained before they’re allowed to post, share, or engage with content online.”

The certification course will be available both online and at designated federal Social Media Safety Centers being constructed in 500 cities nationwide. Those who fail the exam three times will be required to complete an additional 20 hours of in-person counseling before retrying.

Citizens who attempt to access Facebook, Instagram, X, TikTok, or other major platforms without valid certification will be automatically logged out and referred to BOSS for potential civil penalties ranging from $500 to $5,000. The new regulations will also require all social media companies to verify users’ certification status through a federal database before allowing them to create accounts or post content.

Early reactions from civil liberties groups have been mixed, though several prominent digital safety advocates praised the measure as “a common-sense approach to protecting Americans from themselves.” Implementation is scheduled to begin January 1, 2027, with a grace period extending through March for existing users to become certified.
